Monsieur le Ministre:-
With reference to the export duty imposed
on Oolong and Powching tess when despatched directly
from & Formosan port to foreign countries, while
they are exempted from similar duties when exported
via a port of Japan proper, and are only subject to
certain port charges less in amount than the export
duty.
I had the honour on 24th November last to
receive & Note from Your Excellency of which I lost
no time in transmitting a translation to my Govern-
ment.
In the final portion of that Note Your Ex-
cellency stated that the Imperial Japanese Government
were not able to find any article in the Treaty of
Commerce and Navigation of 1894 which either direct-
ly or indirectly necessitates equality of export
Viscount Acki Shuzi.
